Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Defense Guarantee from Partner Nations

President Zelensky has stated that European allies have failed to provide concrete pledges that they will protect his country in the case of a fresh offensive by Russia.

"I am asking this very question to every one of our allies and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.

His comments come a day after Britain and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is reached.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be deployed.

Allies proposed that the US would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to support Ukraine for the long-term".

He added: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the years to come."

Zelensky hailed that agreement as a "huge step forward".

A day later, however, he seemed more cautious.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would defend Ukraine.

"However, until we lack such security guarantees - legally binding, supported by parliaments, backed by the U.S. Congress - this question cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on agreeing security protocols.

Recently, Zelensky said a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia did the same.

Russian forces currently controls about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
