Congressional GOP Embrace Trump's Proposal to Replace Affordable Care Act

US senators are meeting during the weekend for the first time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to recede as Republican senators proposed a plan toxic to Democrats: scrapping the Affordable Care Act, called Obamacare.

Growing Impact of Government Shutdown

The effect on Americans from the lengthiest shutdown of the federal government in history deepened on Saturday, as federal workers went unpaid, carriers were compelled to ground planes and SNAP benefits have been postponed for 42 million Americans.

President's Proposal from Florida Resort

As Saturday's session got started, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators praised the proposal, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator said.

Another senator praised Trump's suggestion on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Response

Democratic senators shared alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the censure of carriers by writing: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? Then I applaud your support for Medicare for All."

Ongoing Talks

The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an openness to an emerging plan from a handful of moderate Democrats to end the shutdown in return for a later vote on the Obamacare payments.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "need another path forward" after Republicans turned down an offer to reopen the government and continue the payments for a year.

Another senior Democratic lawmaker persisted in arguing that Republicans should agree to a 12-month continuation of the payments before negotiating the future of the tax credits.

"Inaction is irresponsible because people will go into debt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the support of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several observers indicated that the core of such a proposal would eliminate the ACA's requirement that carriers cover patients with existing health issues.

After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the plan that was unsuccessful to secure enough backing in 2017.
